Kansas City Star's Odd Headline and Photo Combination

Did anyone see the local section in the Star today? It has a picture of a man lying on the ground with his eyes closed (presumably a living man soaking up some sunshine), and just below it a headline reads: “KC Police Shoot, Kill Man”. I think their layout editor must have have been part of the lay-offs last week…
